No. Only when it is misinterpreted or if a municipality is driven by greed. The PMAD recognizes the importance of protected areas including Metropolitan woodlands, forest corridors, wetlands, riverbanks, shorelines and flood plains. Each municipality has the power to protect it’s lands. To do so in Ste. Anne de Bellevue, the Mayor and council must work with their citizens and place citizen’s interests before those of the developer.
